Power plants are long-term, capital-intensive investments. Investors in independent power producers (IPPs) need a dependable fuel supply, a creditworthy power off-taker under a power purchase agreement (PPA), consistent revenue, and a stable legal, regulatory, and tax environment. The legal and regulatory structure in the gas and electricity sectors must be sufficient to support the PPA in order for host governments to attract IPP investment. The IPP will be able to obtain project finance as well as payment securitization from multilateral organizations in the presence of a favourable investment climate.
